Hon. Dr. Rwigema Pierre Célestin

Hon. Dr. Rwigema Pierre Célestin is a distinguished scholar, educator, and public servant with extensive experience in governance, leadership, and higher education. He previously served as Prime Minister of Rwanda and as the country’s first Minister of Education in the aftermath of the 1994 Genocide against the Tutsi. At the regional level, he contributed to legislative development as a two-term Member of the East African Legislative Assembly (EALA). Dr. Rwigema holds a PhD in Leadership and Governance, a Master of Business Administration (Finance and Accounting), a Master of Public Administration, a Bachelor’s degree in Applied Economics, and a Postgraduate Diploma in Education. With nearly three decades of academic and professional experience, he is widely recognized for his leadership, mentorship, and commitment to bridging theory and practice. He has authored over one hundred academic publications across diverse fields, reflecting his broad scholarly engagement and impact. His contributions continue to shape higher education and leadership development in Rwanda, East Africa, and beyond.
