Keynote Speaker
Professor Paulinus Chijioke Okwelle, MNAE, FABEN
Executive Secretary, National Commission for Colleges of Education (NCCE), Abuja, Nigeria
Professor Okwelle is a distinguished scholar of Industrial Technology Education and a visionary administrator currently leading the reform of teacher education in Nigeria. As the Executive Secretary of the NCCE, he has championed the “Dual Mandate” policy, granting Colleges of Education the autonomy to award Bachelor’s degrees, and has spearheaded the digital transformation of the Commission’s operations. An alumnus of Rivers State University and Nnamdi Azikiwe University, he holds a Ph.D. in Technical Education. He is a Member of the Nigerian Academy of Education (MNAE) and a Fellow of the Association of Business Educators of Nigeria (FABEN). His leadership has been recognized with the 2025 South-South Pillar of Education Award.
