| Sibomana P. Celestin is ag Division Manager for Research, Capacity Development and Monitoring at Rwanda Public Procurement Authority (RPPA), the Rwanda Public Procurement Regulatory body that he has served for over the last 10 years. He has a deep experience in different law and administration related fields. He is also a visiting lecturer at University of Rwanda since 2011.

He is a holder of Master of Laws (LLM) from the University of Cape Town (UCT), South Africa; Master’s Degree in Procurement and Supply Chain Management (MSCP) from University of Kigali, and Bachelor of Laws (LLB) from the National University of Rwanda. He has completed a number of procurement courses delivered by University of Rwanda in partnership with ITC/ILO and RPPA.
