The Ministerial Order No 001/MINEDUC/2021 of 20/10/2021 determining education standards requires higher education providers to have assessment tools for virtual learning appropriate teaching and learning infrastructure and facilities to deliver quality education. Since 2018, HEC advised HLIs to implement the use of digitalized teaching, learning and assessment materials for quality education provision. In 2019, HLIs were urged to utilize blended/hybrid learning to cope with the impacts of Covid-19, and HEC provided key requirements for remote instruction that was implemented during the closure of HLIs as guidelines for recognition of the remote instruction.
HEC has developed guidelines and assessment tools for virtual learning to guide HLIs wishing to shift from traditional face to face mode of delivery and embark on online/blended learning. The development was aligned with existing strategies and policies of Rwanda to use ICT to transform teaching and learning and support improvement of quality across all levels of education in Rwanda.
The developed guidelines and designed assessment tools for virtual learning checklist were validated by stakeholders in August 2024. The University of Kigali has organized a two-day workshop on the utilization of the above developed guidelines. The participants from Musanze and Kigali Campus comprise academic staff, librarians and program coordinators. The workshop was opened by the DVCA Academics, Prof. Margaret Oloko and is being facilitated by e-Learning Champion Mr. Joseph Ngezi from University of Rwanda. It is hoped that the participants, once trained will cascade the training to their respective schools.
