Mr. Philibert Afrika, a national of Rwanda, is a seasoned Development Economist with a solid experience in the field of financing for development, project management, policy formulation and regional integration. He worked for 30 years with the African Development Bank (AfDB) and for 15 years, he occupied high level managerial positions including Secretary General, Director of Policy and Resource Mobilization, Director of Operations and Director of NEPAD and Regional integration. He retired from the Bank in December 2009.
As Secretary General, Mr. Afrika played a very senior strategic function in the African Development Bank by managing and coordinating the provision of high quality services to the Board of Directors and Board of Governors of the African Development Bank in order to ensure efficient conduct of the business of the Boards. He played a leading role in the African Development corporate governance agenda by keeping the Board members apprised of governance trends and developments in order to assist the Boards in developing effective policies.
Mr. Afrika currently manages the University of Kigali Center For Economic Governance and Leadership. The firm specializes in a number of areas including short term training in corporate governance, public financial management and leadership development. It provides also consultancies in strategy and policy formulation, project management, procurement, audit and governance. He is also an independent development specialist consultant. Over the recent years, his clients have included among others the Islamic Development Bank, the African Development Bank, PTA Bank and the Government of Rwanda.
Mr. Afrika is a founding member and Chairman of the Board of the University of Kigali, a recently established Rwandan based university. Until recently, he sat on the Board of Access Bank Rwanda, a subsidiary of Access Bank Nigeria. He is currently the Chairman of the Board of Cogebanque Rwanda, a private commercial bank.
